The 60 is the spine. It carries truck traffic from the ports east toward the Coachella Valley and climbs the Badlands east of Moreno Valley, a steep, winding grade where loaded rigs overheat going up and lose brakes coming down. The 60/215 junction on the west side handles the turn toward Riverside and San Bernardino. Off the freeway, the warehouse belt runs along Perris Boulevard, Heacock Street, Indian Street, and Cactus Avenue, and around the March Air Reserve Base industrial area on the south side, with new projects continuing east toward Gilman Springs Road.

Badlands incidents mean rollovers and fires, diesel and hydraulic fluid on a grade with no flat ground to hold it, and cargo scattered down the slope. Warehouse-district incidents are quieter but constant: fuel island overfills, forklift and yard tractor hydraulics, dock spills from damaged pallets and totes, refrigerant and battery fluid, and releases into yard drains that feed the flood control channels running south through the Perris Valley. The scale of the yards works against you here. A release can cover a great deal of pavement before anyone notices.

Off-peak, Mentone to Moreno Valley is roughly 25 to 35 minutes. On the grade the crew works with CHP and fire to secure the scene, contain the release on the slope, recover product and impacted soil, and clear cargo and debris. In the warehouse districts the priority is the drains: block them, contain, recover with vacuum and absorbent, steam clean the pavement with full recovery, and remove soil where product has left the paving. Every drum and load leaves under a manifest for approved disposal.
